Admission procedure (2026/2027)

REFERENCE. on the admission procedure for applicants (citizens of the Republic of Uzbekistan and foreign citizens) to the Central Asian University of Environmental Studies and Climate Change (Green University) for bachelor's and master's degree programs in the 2026/2027 academic year

This reference has been prepared on the basis of the minutes of the meeting of the University's Board of Trustees No. GU-04 dated 15.05.2026 and its annexes: Annex No. 2 “Regulation on the procedure for admission to bachelor's and master's degree programs”, Annex No. 3 “Regulation on the procedure for admission of foreign citizens on the basis of a state grant”, Annex No. 4 “Admission quotas”, Annex No. 5 “Amount of tuition fees”.

2. Admission to the BACHELOR'S DEGREE Program

2.1. Citizens of the Republic of Uzbekistan — full-time program

Admission is conducted in 2 stages.

Stage 1 — submission of documents and essay:

• application through the personal account on the website https://greenuniversity.uz;
• certificate of secondary education (11 grades) or college/lyceum diploma;
• IELTS certificate (score of 5.5 or higher) / CEFR (B2 or higher) / TOEFL / SAT (if available); in the absence of a certificate — the applicant takes the University's internal English language exam in the IELTS format;
• a document confirming that the applicant's family is included in the “Unified Register of Social Protection of the Population” information system (if available — for benefits);
• an essay in English (250–300 words) in PDF format on the topic: “Which of Green University's 4 bachelor's programs do you choose and why?”.

Stage 2 — interview:

Applicants whose documents meet the requirements and whose essay has received a positive evaluation are invited to an interview conducted by the Interview Committee. For local bachelor's applicants, the interview is held only in person, on the University premises.

2.2. Citizens of the Republic of Uzbekistan — part-time (distance-learning) program

The package of documents is similar to the full-time program, except that the essay is written in Uzbek or Russian. The interview is conducted in Uzbek or Russian.

2.3. Foreign citizens — admission on a state grant (bachelor's and master's programs)

Stage 1 — documents (submitted electronically at greenuniversity.uz before the end of the registration period):

• identity document (passport);
• certificate of secondary general education / bachelor's diploma / master's diploma (for applicants to doctoral/PhD programs) — with a notarized translation into English;
• a 3×4 cm photograph;
• a resume in English with contact details and e-mail;
• English language proficiency certificate (IELTS — 5.5, CEFR — B2, TOEFL iBT — 72 points);
• a motivation essay in English (250–300 words).

Foreign candidates who have graduated from foreign universities where the state language or language of instruction is English are not required to submit an international certificate.

Stage 2 — interview:

Conducted by the Interview Committee (at least 9 members, with at least 4 members conducting the interview) in English (for the full-time program) or in Uzbek/Russian (for the part-time program). For foreign candidates, the interview may be conducted either online or in person. The interview process is recorded on video and stored in the University's electronic archive for at least 3 years.

3. Admission to the MASTER'S DEGREE Program

Admission to the master's degree program is conducted on a competitive basis among persons holding a bachelor's degree in a field corresponding to the chosen master's specialization, and a certificate confirming proficiency in a foreign language at the required level.

3.1. List of documents

• application through the personal account on the website https://greenuniversity.uz;
• a copy of the higher education document (or a copy of the diploma — for those who graduated from a university on a state grant) with the accompanying transcript;
• IELTS certificate — not lower than 5.5 points, CEFR — not lower than B2 (or an equivalent TOEFL, SAT General, SAT Subject score); if unavailable — a conclusion based on the results of the University's internal exam in the IELTS format;
• a copy of the document confirming the right to benefits (for the full-time program — if such a right exists under decrees/resolutions of the President and the Cabinet of Ministers of the Republic of Uzbekistan);
• documents confirming that the family is included in the “Unified Register of Social Protection of the Population” system (if available).

For foreign citizens applying to the master's program on a grant, the list of documents and the selection procedure specified in clause 2.3 of this reference shall additionally apply.

Admission of local and foreign citizens to the master's program on state grants and on a contract basis is carried out based on the average grade of the bachelor's diploma (for local citizens — taking into account the requirements for the foreign language certificate); admission on a grant is carried out in descending order of average grade within the approved quotas.

The decision of the Admissions Committee on admission to the master's program is made by 20 September.

4. Criteria for Evaluating Candidates

4.1. Local bachelor's applicants (full-time and part-time (distance-learning) programs)

4.2. Foreign citizens — competition for a state grant

In case of equal scores, preference is given to the candidate with the higher average grade (GPA) of the secondary or higher education diploma.

Receipt of notification of interview results does not mean automatic admission to the student body — the final decision is made by the Admissions Committee after the submission of original documents.

5. Appeal

• Local applicants who disagree with the selection results have the right to file an appeal within 24 hours from the announcement of the results; the review period shall not exceed 3 days (in accordance with Annex No. 2 to the minutes);
• Foreign citizens who disagree with the interview results have the right to file a written appeal with the University's Appeals Committee within 3 (three) working days from the day the results are announced; the appeal review period is 5 working days;
• Members of the Interview Committee are not included in the composition of the appeals committees.

6. State Grants and Quotas (2026/2027 academic year)

The quota for the part-time program may not exceed 50% of the admission results for the full-time program. The distribution of the additional 50 grants among foreign states and fields of study is determined by the Board of Trustees based on the number of applications received.

7. Enrollment and Payment

• The decision of the Admissions Committee on enrollment in the bachelor's program is made on the basis of the submitted documents, the results of the essay/internal exam, and the interview;
• Enrollment of foreign citizens on a grant is finalized after the signing of the Grant Agreement and submission of original documents (translated into English and notarized);
• The authenticity of documents of foreign applicants is verified by the University's First Department; responsibility for the accuracy of the documents rests with the applicant;
• The enrollment order is issued by the Rector of the University;
• Applicants enrolled on a fee-paying contract basis pay 25% of the contract cost at the document submission stage;
• The cost of the contract for the 2026/2027 academic year (full-time program, bachelor's degree): 19,065,000 soums (without scholarship) / 25,901,040 soums (with scholarship) / 20,336,000 soums (for foreign students); master's degree: 22,878,000 / 29,714,040 / 24,149,000 soums respectively (see Annex No. 5).

8. Financing of Foreign Students on a Grant

• The amount of the scholarship, and payment for airfare and accommodation are established by order of the Chairman of the Committee for Ecology;
• To receive payments, the student shall submit a copy of the passport, a certificate of registration at the place of residence, an individual taxpayer number (PINFL), and a copy of the signed Grant Agreement;
• If a student (full-time program) is absent from the territory of Uzbekistan for more than 15 consecutive calendar days during the academic year, payment of the scholarship and accommodation expenses is suspended, except in cases of written permission from the University's First Vice-Rector;
• The University does not provide dormitory accommodation to foreign students.

9. Duties and Rules of Conduct for Foreign Students

• Compliance with the legislation of the Republic of Uzbekistan, the University's Charter, and the Internal Regulations;
• Compliance with the passport and visa regime and the rules of temporary registration at the place of residence; within 3 days of arrival — submission of the passport to the Department of International Cooperation;
• Responsibility for paying fines related to violations of the visa regime and registration rules rests with the student;
• A number of prohibitions apply on the University premises (smoking, alcohol, gambling, appearance requirements, etc.) in accordance with Section 6 of Annex No. 3.

10. Responsible Persons

Overall control over the organization of an open, transparent, and fair admission process is entrusted to the University's Rector, B. Pulatov. The University's Department of International Cooperation is responsible for the admission of foreign citizens on a state grant and for the preparation of the relevant orders.
